Implementing SDG 16: Good Governance Reloaded or New Opportunities for the Support of Democratic Governance?

With the adoption of the Agenda 2030 far-reaching policy goals were formulated. Achieving the Sustainable Development Goals (SDG) requires strong political institutions and processes. SDG 16 (“Promote just, peaceful and inclusive societies”) explicitly acknowledges this need and prescribes “effective, accountable and inclusive institutions at all levels.” These requirements go well beyond the performance-oriented notion of good governance and hint to democratic standards. The question ahead is now how to define the kind of institutions that are needed for the implementation of Agenda 2030, under the very different institutional and normative settings that exist among nation states.

The objective of this workshop is thus to address the following questions: Which governance institutions contribute to achieving the SDGs? How do societal preconditions such as value orientations and political attitudes influence institutional reform? What are the implications of SDG 16 for the future of inter- and transnational support to governance?

After a short introduction on the genealogy of the governance concept in the SDG Agenda, the workshop first addresses SDG 16 as an objective in itself and how peace and governance institutions can be strengthened. Then, the role of governance institutions in achieving different sector policy goals (economy, environment, social protection) will be discussed. This discussion is informed by results from research and practice regarding the relationship between governance institutions and policy performance, lessons learned from the MDGs, and ideas on what suitable governance institutions are and how they can be strengthened. The workshop continues with a comparison of examples from sector governance and a debate on trade-offs between different SDGs. Finally, a macro-perspective is adopted in order to critically re-examine how societal values influence the way how appropriate governance institutions can be designed.
