Options for closer cooperation and joint leadership of France and Germany towards global sustainable development after the Treaty of Aachen

On 5 April 2019, the German Development Institute / Deutsches Institut für Entwicklungpolitik (DIE) and Institut du Développement Durable et des Relations Internationales / Institut d'études politiques de Paris (IDDRI) convened a workshop with French and German experts on global development and development cooperation. The purpose was to discuss recent research regarding the options and added value of intensifying Franco-German collaboration towards jointly promoting the Agenda 2030, in particular after the treaty of Aachen, which was signed in January 2019. The treaty was designed to strengthen this cooperation and enhance joint opportunities to achieve global sustainable development – both regarding the cooperation with bilateral partners in the global South as well as within supranational and multilateral fora like EU, UN, G7 or G20.

Participants included representatives from various ministries (the French Ministry for Foreign and European Affairs MEAE, German Ministry for Development and Economic Cooperation BMZ, German Federal Foreign Office AA, German Chancellery Bundeskanzleramt), the French Embassy, the implementing agencies (Agence française de développement AFD, Gesellschaft für Internationale Zusammenarbeit GIZ, Kreditbank für Wiederaufbau KfW), representatives of civil society (VENRO, Welthungerhilfe) as well as research institutes (German Institute of Global and Area Studies GIGA, Fondation pour les études et recherches sur le développement international FERDI), the International Organization for Migration and German political foundations (Konrad Adenauer Foundation, Friedrich Ebert Foundation).

Discussions concerned how France and Germany cooperate, and could improve doing so. The considered topics reached from the national institutional settings over bilateral cooperation to the coordination at the EU and the multilateral level. Findings were illustrated by concrete examples (Sahel Alliance, climate change mitigation, populisms, cooperation with the partner countries India and Morocco). The workshop closed with a policy round table including the CEO of the French development bank (AFD) and representatives of BMZ, the French foreign ministry as well as KfW, who provided an outlook on the future of French-German cooperation.
