The contemporary international landscape, characterized by geopolitical shifts, economic turbulence, and the intensifying impacts of climate change, presents unprecedented challenges to international development organizations (IDOs). Traditional donor nations have historically been the primary financial pillars supporting IDOs. However, the growing economic power and strategic foreign policy initiatives of emerging powers, including China, has begun to disrupt the established order. As highlighted by the Multilateral Development Finance Report, the funding strategies of DAC contributions and emerging powers are different from each other.

The panel explored the complex dynamics of financing IDOs in this new era of disorder. It examined the implications of global shifts in power and policy, including the potential for reduced funding from traditional donors, altered donor priorities, and increased competition for resources. Furthermore, the panel delved into the ways in which the expanding role of emerging contributors like China is reshaping both multilateral processes and the operational landscape of IDOs. This included discussion of how IDOs are adapting their missions, programs, and partnerships to align with new development initiatives and geopolitical interests. The panel also discussed the potential for new forms of cooperation and competition between different types of contributors, while casting a light on the priorities of developing countries in this geopolitical era of growing tensions.
