Global consumption and production patterns are key to the quest for sustainable global development and can be considered as the main drivers of unsustainable development. Goal 12 strongly highlights the need to address this. Its inclusion to the SDG catalogue is therefore central to the transformative ambition of the overall 2030 Agenda and a major improvement compared to the MDGs. Yet, although the goals' eleven targets, three of which address means of implementation, encourage sustainable consumption and production, they do not cover the full range of drivers underlying unsustainable consumption and production, notably regarding harmful subsidies or land use practices that drive unsustainable consumption and production patterns. Until all sectors fully commit to sustainable production, public regulation is required to achieve the objectives entailed in the goal's targets. This seems insufficiently reflected and addressed across the goal and at the target level.
