Klimalog – Forschung und Dialog für eine klimagerechte Transformation
Die jüngsten Sachstandsberichte des Weltklimarats IPCC unterstreichen die akute Dringlichkeit einer drastischen Minderung der globalen Treibhausgasemissionen, um 1,5°C-Pfade weiterhin zu ermöglichen. Hierfür ist auch eine Umkehr der Emissionstrends in Entwicklungs- und Schwellenländern entscheidend, da diese inzwischen zwei Drittel der jährlichen globalen Emissionen verantworten. Dies betrifft nicht zuletzt die Anforderungen an eine nachhaltige Stadtentwicklung in den sich dynamisch urbanisierenden Entwicklungsregionen Afrikas und Asiens.
Zudem heben die Sachstandsberichte die zentrale Bedeutung intakter Ökosysteme hervor, die neben ihrem unverzichtbaren Potenzial zur Kohlenstoffspeicherung auch wesentliche Beiträge zur Klimaanpassung und zur Minderung von Katastrophenrisiken leisten. Der Schutz bzw. die Wiederherstellung der betreffenden Ökosysteme bringt wiederum besondere Herausforderungen für Entwicklungs- und Schwellenländer mit sich, insbesondere in klimavulnerablen Städten und Küstenregionen, in denen sich eine rasant wachsende Bevölkerung, ökonomischen Vermögenswerte und zentrale Infrastrukturen konzentrieren.
All dies erfordert ein hohes Maß an externer Unterstützung, sowohl aus normativen (historische Verantwortung), politischen (internationale Glaubwürdigkeit) und empirischen (praktische Realisierbarkeit) Gründen. Zugleich erschweren Geopolitik und multiple Krisen (Kriege, Pandemie etc.) eine daran ausgerichtete internationale Kooperation und beanspruchen wesentliche Ressourcen und Kapazitäten.
