Investment Facilitation for Development: What Should FfD4 Deliver?

Axel Berger and Zoryana Olekseyuk argue that the measures included in the recently negotiated Investment Facilitation for Development Agreement (IFDA) can play a pivotal role in mobilising financing for the attainment of the SDGs. These measures include enhancing transparency and foreign investors’ access to information related to investment laws and regulations, streamlining administrative procedures, ensuring predictable policy-making, and promoting accountability and efficiency within governmental agencies. The first draft of the FfD4 outcome document already includes a call for legal integration of the IFDA into the WTO legal architecture. However, the authors argue that FfD4 should go beyond this important call and include a commitment of governments to actively support investment facilitation through concrete commitments.
