The political economy of taxation and urban governance

There is a need to understand better enablers of common-good oriented policies. This cluster focuses on two of them: the capacity of societies to engage in collective action and their ability to mobilize resources for that purpose. How does international cooperation shape urban governance as the primary location of state-society interactions as well as taxation as a main element of the fiscal contract?
