Project description
Research Question:
An evaluation was conducted of the 22 bi- and multilateral water programmes in which Swiss development cooperation is engaged, including both drinking-water projects and rural and water resource measures.
Various methods were used to ensure that all levels were adequately analysed and the relevant stakeholders had received due consideration.
The methods used included RSA/Rapid Sectoral Appraisal at the programme level and MAPP/Method for Impact Assessment of Programmes and Projects at the user level, and MS Monitoring to identify policy impacts. Document analyses, structured telephone interviews, and tracer studies were used in addition. On this basis, factsheets were prepared for each programme, and these in turn were summarized and assessed in synthesis tables and then evaluated on the basis of a grading (point) system.
The “materials” prepared in this way served as the basis of the first Report on Effectiveness - Swiss Development Cooperation in the Water Sector 2008.
