Russia’s war of aggression against Ukraine has brought into focus in dramatic fashion a challenge of which many experts had warned in recent years. Systems of autocratic rule have become  progressively widespread since 2010 and are increasingly linking their concepts of governance with
expansive foreign-policy endeavours. Since 24 February 2022, the focus has been on Russia in this context, as well as China. Many commentators believe that the age of democracy has come to an end. This trend is not irreversible, however, and development policy could play a key role in the turnaround.
