Pathways for policy coherence in implementation of NDC and SDGs in Viet Nam and the role of civil society

The Paris Climate Agreement was reached in December 2015 with the aim to keep global warming well below 2oC of temperature increase. Around the same time, in September 2015, countries worldwide agreed on the adoption of Agenda 2030 and its Sustainable Development Goals. In this context, Vietnam ratified the Paris Agreement in 2016 and submitted its Nationally Determined Contribution (NDC) towards the implementation of the Agreement. Moreover, following the adoption of Agenda 2030, a National Action Plan for the Implementation of the 2030 Sustainable Development Agenda was endorsed by the Prime Minister’s Office in 2017.
This policy brief explores interlinkages between Vietnam’s NDC and the National Action Plan for the Implementation of the 2030 Sustainable Development Agenda to identify potential opportunities and challenges for jointly meeting the commitments under the two agendas domestically. In that regard, it identifies overlaps in implementation approaches to help avoid duplication and highlights interlinkages that could help foster synergies. Finally, the role of civil society in implementing the two agendas and their perception of the interlinkages between climate action in Vietnam and the Sustainable Development Goals are analysed.
