As fresh water and arable land become increasingly scarce, coordinating land and water governance is crucial for food security. However, despite their interdependence, the governance of these resources remains fragmented, with separate institutions dealing with each. To address this issue, various reforms and initiatives have been implemented to improve access to land and water for women and younger farmers at national, regional, and international levels. This chapter examines the protection of land and water rights as a means of incentivizing investment, increasing transparency, and resolving conflicts between private and communal rights.
