First High-Level Meeting of the Global Partnership for Effective Development Co-operation
The event covered mainly two aspects of the topic in the following two sections.
1. The first section focused on “Mutual Accountability and South-South Cooperation in the Post-2015 Agenda”. In the post-2015 debate, global accountability features prominently as one of the key principles that should guide the future of development cooperation. There can be no international cooperation without accountability. All involved have to be transparent and answerable by justifying actions taken (or not taken) towards others. Members of the OECD, providers of South-South Cooperation, independent foundations and non-governmental organisations all share common principles for international development cooperation, including the principle of mutual accountability. All strive towards promoting balanced partnerships, where all members are reciprocally accountable for the commitments made. This section of the session brought together researchers from think tanks and universities to discuss shared priorities regarding mutual accountability and South-South cooperation in a post-2015 setting.
2. The second section of the focus session focused on the institutional framework for South-South cooperation (SSC) and triangular cooperation provided by or in coordination with middle-income countries. Until now, hardly any systematic information has become available on recent institutional trends in SSC. The section aimed to close this knowledge gap by presenting findings and insights from two sources. The first contribution came from a research project on the evolving institutional architecture for SSC, undertaken by the think tank network of the Managing Global Governance Programme. In a second step, officials from Southern providers which have established the Global Dialogue of Agencies and Ministries for International Cooperation and Development presented opportunities and challenges in implementing SSC policies.
