Impact assessment has become a common practice in international development cooperation. This is also the case when it comes to governance programmes. Against this background, the „Impact Initiative Africa“ was launched as a cooperation between GIZ Headquarters, the GIZ offices in Benin and Mozambique and the DIE. The project officially took off in January 2016, building on a long lead time in which the DIE research programme “Transformations of political (dis-)order” as well as the GIZ Africa department and the Governance and Conflict division cultivated a regular informal exchange on questions of effective governance support.

In this workshop the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) want to discuss results and lessons learnt from a joint three year project by which governance programmes cooperated with DIE in assessing and measuring impacts with rigorous methods. 

The goal of this workshop is to discuss three main issues:

  • Measuring Impact: Identifying opportunities and limitations of assessing impact for GIZ programmes in the governance sector.
  • Learning about the process: Introduce avenues to improve usefulness, efficiency and effectiveness in implementing and using the results of impact assessments. Discuss opportunities and limitations in using such results for programme management and steering.
  • Knowing the right format: Discuss pros and contras of different formats of impact assessment in a GIZ context, in particular the advantages of “accompanying research”.

 

Beyond the cases of Benin and Mozambique, the initiative also benefits from other experiences by other GIZ governance programme engaged in rigorous impact assessments in cooperation with DIE (Peru) as well as other research institutions (Malawi- ODI- and Pakistan- World Bank).

The workshop creates a space to reflect on expanding impact measurement within GIZ with a particular focus on the governance sector. This implies an open discussion on the value ascribed to rigorous impact assessments. Is it something that the GIZ should pursue to deepen? How can the organisation benefit from investments in impact assessments? How can learning from impact assessments be enhanced and better integrated in a GIZ programme cycle? Which institutional solutions does the GIZ envision to assure effective knowledge management and financing of impact assessments? What is the right level of engagement and responsibility sharing between the programmes and the HQ, as well as the support from external partners, like the DIE?

Admission to the workshop is restricted to DIE and GIZ staff and by invitation only.
