The world is facing a global pandemic with devastating economic and social consequences, accelerating climate change and rising inequalities. All this calls for more multilateral cooperation and a multilateral development system that reaches its full potential, with only 10 years left to achieve the SDGs. The UN development system (UNDS) has a unique role to play. While overall UNDS funding to has been continuously growing, up to 80 per cent comes in form of earmarked contributions. What does the current UN funding situation look like? What kind of consequences does it carry for the UN’s work? Why do bilateral donors earmark funds and what challenges does earmarking pose for them? And what does this all mean for multilateralism?
